Dr. McMillan worked on the study with researchers from the University of Pennsylvania School of Veterinary Medicine, James Serpell and Deborah Duffy.  The study was based on a definition of puppy mill that defined them as "commercial breeding operations..., ... large scale facilities where dogs are confined in small enclosures for their entire lives with little to no exercise or positive human contact-for the sole purpose of mass-producing puppies to sell in retail pet stores and via the Internet."

    This store uses breeders that are violators of the USDA.. One of their breeders is under going criminal investigation for breaking Federal Law "The Animal Welfare Act", Nebraska State Law (it's a midwest Puppy Mill), and the USDA. They have admitted publicly that they use this breeder.

    They have never been in the Pet store business before opening in Corona Del Mar. The owners have no regard for the health hazards of their patrons by supplying puppy mill dogs and lying about it. They commit consumer fraud and tell you they do not use puppy mills from out of state... Ask the Newport Beach City Council.. they were supplied with legal USDA documents and video footage or "I Heart Puppies" Puppy Mill Suppliers.

    This store is unethical, supports, and supplies their puppy mill dogs from documented criminals who violate the law, and put the health and welfare of patrons and their children at stake.

    As a rescue, we are amazed at so many people wanting to buy a so-called "Teacup" puppy. Thus the reason we are writing this piece concerning our views about the phenomenon of so many people wanting a "so-called teacup" puppy.

    Puppies aren't toys; they are living breathing babies that need love and attention, not to spend half of their life in someone's HOT purse!

    Please take the time to read this and educate yourself!  The lives of many little dogs depend on you educating yourself, and others, not to buy into this phase.

    Thank you for taking the time to read this!

    This is a topic that most assuredly needs to be brought to the attention of perspective puppy buyers.

    Let's start out by saying "THERE IS NO SUCH THING AS A "TEACUP" PUPPY".

    With that in mind, let me say this; It seems as though there is a plethora of people who are insistent on buying tiny puppies in the 2 to 4 pound range.  Also commonly referred to as a "Teacup puppy".

    The word "Teacup" has been used to merely describe the size of a puppy, meaning it is very small and will probably be under the standard size which is 4 to 7 pounds for the Toy Group, Yorkshire Terrier breed. We cannot imagine anyone wanting anything smaller than that!  Their bones are VERY fragile and can be broken by jumping off of a couch, falling off of a bed, being stepped on or worse.

    Many breeders, while tacking a whooping price on a puppy, "claim" to breed so called "teacups" as if they were a breed all their own. Don't be fooled! They are NOT a breed of their own.

    If a breeder says they specialize in "teacups" RUN, RUN, RUN for the hills! Most "TEACUP" puppies are in reality, a premature puppy.

    Most females are bred on the ninth through the fifteenth day of their heat cycles. Eggs can be fertilized for up to 72 hours after any of these breeding's. Therefore, it is possible to have puppies conceived up to a week or so younger than the puppies first conceived in a litter.  However, when the first puppies conceived are mature and ready to be born, labor starts and all the puppies will be born, no matter when they were fertilized.

    Some of the problems that may be encountered are both genetic and congenital in these tiny babies and the list is a long one.

    The risk of open fontanels (soft spot from the cranial bone not forming), portosystemic shunts (PSS-
    abnormal vessel that allows blood to bypass the liver. As a result the blood is not cleansed by one of the bodies filters: the liver.), hypoglycemia, cardiac problems, collapsing trachea, luxating patellas, Leggs Calves Perthes disease, seizures, hydroencephaly, blindness and digestive problems can be increased in these tiny babies.

    Problems such as respiratory problems can remain or worsen throughout their lives. These babies frequently are so fragile that they do not live more than a few years. There have been several tiny Yorkies as adults who still had open fontanels and their owners had to carry nourishment with them all the time. Their vets have felt it unsafe to give a full dose of vaccine so the puppies had to get several injections to be on the safe side.

    There is no such thing as a "tea cup" Yorkshire Terrier, Maltese, Poodle, or any other breed for that matter.  They simply do not exist. "Tea-cup" is just a marketing ploy given by unethical and unscrupulous breeders to drive up the price of their puppies!

    So called "Teacups" fetch anything from $1000 to $10,000! This is ridiculous and shameful! There are a lot of chronically, unhealthy puppies because unscrupulous breeders and puppy mills are inbreeding.  Some poor darlings only live for a very, very short time!

    They take the little teeny, tiny Yorkies and they breed 2 1/2 pounders with 3 pounders ... well, they’re playing with genetics. You should NEVER breed a female of any breed less than 5 pounds.

    PLEASE educate yourselves before buying a tiny puppy whether it is a Yorkie or any other breed.  You could be in for months or years of heartbreak not to mention staggering veterinarian bills!

    DO YOUR HOMEWORK!!!  IF YOU WANT A HEALTHY PUPPY, DON'T FALL FOR THE TEACUP ACT!

    THE RSPCA is issuing a fresh warning about pet shops as a family tells of their heartbreak at learning their new pet will need to be put down.

    Dogs and cats bought at pet shops are more likely to have serious defects than those bought from registered breeders, the RSPCA says.
    The Herbert family bought their little dog Oscar from a pet shop in March, but had no idea he was in constant pain and would be unlikely to see his second birthday.
    After the pup had his first trim, Jacquie Herbert noticed his legs were twisted and he had an overbite.
    Concerned for their new pet's welfare, she took their much-loved puppy to the vet. What the vet told her left her shaken and in tears.
    "She said all his joints were mangled and he would have to be in constant pain," she said. "She told me Oscar would probably need to put down before his second birthday because of his suffering."

    Mr Sutton said the RSPCA did not support the sale of animals from pet shops unless there was a compulsory licensing system and minimum standards in place that covered the conditions under which the animals were acquired, kept and presented for sale.
    RSPCA SA chief executive officer Neale Sutton said he had "major concerns" on the breeding and supply of companion animals and the under-regulation of pet shops.
    "The RSPCA estimates about 95 per cent of all dogs sold in pet shops are supplied by puppy factories," he said.
    He said puppies born through the intensive breeding industry often suffered long-term health and behavioural problems.
    Mrs Herbert said her vet said their puppy was not even a lhasa apso, for which they had paid $495, but a border terrier-cross.
    "I came home and I was just bawling," Mrs Herbert said.
    Oscar is under constant medication for his pain and the Herbert family has been told not to let him exercise or even run.
    The operating director of the pet store said he had organised a vet to do a check and would refund the Herberts' money if their claims were confirmed.
    "We want to be careful and make sure we have all the information and we will definitely be helping them out if we can, but it is hard without knowing any more information," he said.

    It's unanimous: Glendale City Council to ban pet store sales of dogs and cats


    Last night, the Glendale City Council voted unanimously in favor of an ordinance to ban the retail sale of commercially bred dogs and cats in pet stores within the city limits.
    The ordinance, which was revised to exclude a section that would have exempted onsite breeding at pet stores, will be presented to the Council for an official vote on Aug. 23. If the ordinance is adopted, it will go into effect 30 days later.
    Among those in attendance and in support of the ordinance, were Christy Schilling, a Glendale resident instrumental in helping to convert Glendale’s Pet Rush from selling puppy mill dogs to only offering rescued dogs for adoption and Rene Karapedian, Pet Rush owner. Karapedian attested to the success of his humane business model and spoke of the puppies he used to sell that later came back for grooming after giving birth to litters that went unaccounted for. “Many of those dogs were picked up by Pasadena Humane and the City of Glendale had to pay for them,” he told the Council.
    “Three to four million animals are euthanized in the United States each year; the population of Los Angeles is 3.8 million — this doesn’t have to happen,” noted Councilmember Dave Weaver, who first introduced the measure. “For every animal sold in a pet store, another animal in a shelter will be put to death,” he said.
    Also in attendance were three people opposed to the ordinance, including Marcie Whichard of Pet Industry Joint Advisory Council (PIJAC), a pet industry trade association. Whichard stated she was opposed to the measure because it would punish responsible pet store owners and create a black market for puppy mill dogs.
    “That’s absurd,” said Lindsay Reeves, a Glendale resident and member of the local group Citizens Against Puppy Mills, which conducts pet store demonstrations and public outreach. “There will always be black markets with bans. Does that mean we shouldn’t have laws against drugs? Because there will always be drug dealers."
    Reeves brought along her dog Eliza, a Yorkshire Terrier that spent 8 years in a Missouri puppy mill as a breeding dog, until she rescued her two years ago.
    "Eliza was one of the 'lucky' ones that was rescued — although if you had seen the condition she was in at the time, I don't think lucky is a word you'd use," Reeves said. "Having spent her whole life suffering in a cage in extreme weather conditions, breeding litter after litter with no vet care, no exercise, no human touch — it's a wonder she survived this long."
    Reeves went on to say that Eliza, whose puppies typically sold for $2,000 in a pet store, was left with a permanent hernia from being over bred, teeth so rotten they had to be removed, matted fur full of fleas and ticks and raw, bloody feet from standing on wire. 
    "She was completely unsocialized and shied away from human contact. She literally had to learn how to be a dog, and is still learning every day," Reeves said with emotion.
    Others stepped up to address the Council and dispute the notion that responsible pet store owners, do in fact exist, including Elizabeth Oreck, Best Friends Animal Society and Ed Buck, Social Compassion in Legislation. Both explained that in addition to contributing to pet overpopulation, the very nature of commercial breeding (large-scale “puppy mills” and "backyard breeders") doesn’t allow for humane and responsible breeding.
    Another woman opposed to the ordinance said pet stores should be allowed to sell dogs if they are neutered, and that she’s in favor of rescue, but pointed out that 90 percent of the dogs at shelters are pit bulls. Councilmember Weaver contradicted this by stating he searched Petfinder.com and found five pages of Collies available for adoption in his area.
    Councilmember Rafi Manoukian later pointed out that pit bulls get a bad rap and also have a right to live and not be mistreated by their owners.
    Glendale is the third city in Los Angeles County to enforce this type of ordinance, joining West Hollywood and Hermosa Beach, as well as larger cities including Albuquerque, NM and Austin, Texas.

    LOS ANGELES -- More puppies are sold at pet stores during the holiday season than any other time of year. Now the American Society for the Prevention of Cruelty to Animals and other groups are stepping up efforts to stop these sales, saying many of these dogs come from puppy mills.
    Forty billboards in Los Angeles this month encourage people to fight puppy mills by boycotting pet stores and websites that sell puppies. More than 50,000 people have signed a pledge on the ASPCA's website vowing to uphold the boycott, and the ASPCA has an online database of targeted stores at nopetstorepuppies.com encouraging consumers to shop elsewhere. Consumers can also report a store to the ASPCA, and the organization will verify the source of its puppies, Menkin said.
    "We are not just saying `Don't buy a puppy,' but `Don't buy anything in a pet store that sells puppies," said Cori Menkin, senior director of the ASPCA's anti-puppy mills campaign. "If pet stores are not able to turn a profit, they will stop selling puppies."
    The Humane Society of the United States, Best Friends Animal Society and many other groups are promoting similar initiatives.
    As malls and chains drop the commercial sale of puppies, one change for consumers is an increase in convenient locations for shelter adoptions.
    In October, Jack's Pets announced they would no longer sell puppies at their 27 stores in Ohio, Kentucky and Indiana. They are working with shelters to offer in-store adoptions instead. Major chains like PetSmart Inc. and Petco Animal Supplies Inc. stopped selling dogs and cats several years ago, partnering with local shelters and rescues on weekend adoption events. Best Friends has helped several traditional pet stores convert to shelter sales.
    Macerich Co., a regional shopping mall company, recently announced a ban on traditional pet stores at its 70 malls. Instead, at the company's mall in Lakewood, Calif., shoppers will find a store called Adopt & Shop, which gets its animals from the Southeast Area Animal Control Authority shelter. On Nov. 25, the store celebrated its 500th adoption, said Aimee Gilbreath, executive director of Found Animals, the organization that runs and subsidizes Adopt & Shop.
    Some pet store owners say they're being unfairly maligned.
    Jens Larsen, who owns Perfect Pets in Littleton, Colo., is on the ASPCA list and says it's not right. He has been in business for 18 years, sold 1,600 puppies last year and has an A-plus rating with the Better Business Bureau. He gets 80 percent of his dogs from commercial breeders in Nebraska, 10 percent from breeders in Kansas and Oklahoma and 10 percent from two Colorado breeders, he said.

    Some animal activists are "radical and fanatical and want to put me out of business," he said. "I obey the law. So do my breeders and the kennels I deal with," Larsen said.
    Larsen says that when you are selling 100 puppies a month, there will occasionally be a case of kennel cough or a parasite, and every once in a while, something more serious. But he believes if his dogs were continually getting sick, word would spread and he'd be out of business.
    About 2 million puppies are sold online and in U.S. pet stores every year, said Menkin.
    The ASPCA and other animal welfare groups have popularized a negative image of commercial dog breeders in recent years, claiming that poor breeding practices and substandard conditions leave some animals with chronic physical ailments, genetic defects or fear of humans.
    Whether it's the impact of bad publicity or the recession cutting into purebred dog sales, the number of commercial dog breeders licensed by the U.S. Department of Agriculture is declining, from 3,486 in 2009, to 2,904 in 2010 and 2,205 in 2011, according to USDA spokesman Dave Sacks said.
    Licenses in Missouri, with three times more breeders than any other state, dropped from 1,221 in 2009 to 745 this year, Sacks said. Iowa, Oklahoma, Kansas, Arkansas, Ohio and Indiana have between 100 and 300 licensed breeders. Sixteen states have none. Sacks says the USDA protects animals by making unannounced inspections of breeding facilities and by regulating food, care and housing for the animals.
    Serina Brant believes her golden retriever, Ali, was a puppy mill dog. When Brant bought the 4-month-old pup 10 years ago from Perfect Pets for $400, Ali's papers had numbers instead of names listed for parents. Her first trip to the vet cost $800 to treat giardia, fleas and eye infections, said Brant, of Littleton, Colo.
    Two years later, the dog started limping. X-rays showed hip dysplasia. Surgery, at $12,000 for both hips, was an option but came without guarantees, so Brant chose to medicate the dog instead. Then Ali got arthritis.
    For the last six years, Ali has to stop every 50 feet to rest. Because of the medication, "we don't think she's in pain," said Brant. But over the years, the medicine has totaled $8,600.
    "I am not going to put a dog down just because she's defective. We have the money to provide for her so we will," she said.
    But next time she gets a dog, Brant says, she'll adopt one from a shelter.
